In Irvine, a kitchen remodel usually meets two sets of reviewers: the City's Community Development building staff, who publish a page specifically for interior remodels and alterations, and, in many neighborhoods, a homeowners association. The city keeps a page on Irvine's homeowners' associations as well.
Below is how the city's own pages sort kitchen work into an online minor-permit route or a full submittal, and which state rules come along with new lighting, circuits and a faucet. The city information was checked in October 2026.
PERMITS
KITCHEN REMODELING PERMITS IN IRVINE
Permit office: City of Irvine Community Development (Building Permits and Inspections)
- The city publishes an Interior Remodel/Alteration page among its building permit topics. A kitchen remodel that moves walls, plumbing, gas or electrical falls under that heading.
- Smaller scopes have their own page: Minor Plumbing or Electrical Work (or a Combination of the Two). That is the closer fit for swapping a sink or adding a few outlets without opening up the room.
- The city's same-day permits page lists the permit types available through PermitsDIRECT!, its online platform for minor permits, and says licensed contractors and homeowners can apply.

DOES YOUR KITCHEN WORK NEED A PERMIT?
Irvine answers this on two of its own pages: Does Your Work Require Permits? and Permits Not Required. Read them with your actual scope in mind. Replacing cabinet doors or a countertop on the same cabinets is a different project from moving the sink to an island, adding a gas line for a range, or taking out a wall to open the kitchen to the family room.
Once walls, plumbing, gas or wiring change, plan on a permit and inspections. Taking out or cutting into a wall can also raise structural questions that need a plan, which is one reason the city's remodel package asks its questions before anything is submitted.

- City of Irvine: Minor Plumbing or Electrical Work (or a Combination of the Two), Including Furnace Replacement (opens in a new tab)
The pages above say what the city requires today. We have relied on their titles here, not on the lists themselves, so confirm with the city which route your kitchen takes.
CALIFORNIA RULES THAT REACH INTO A KITCHEN REMODEL
Three sets of state rules shape most kitchen remodels, whichever city you live in. The California Energy Commission's 2025 Building Energy Efficiency Standards (Title 24, Part 6) apply to permit applications from January 1, 2026. The 2025 California Electrical Code (Title 24, Part 3) took effect the same day. And Civil Code Section 1101.4 ties water-conserving fixtures to the final sign-off on a permitted remodel.
- Lighting: under the residential lighting rules in Section 150.0(k) of the Energy Code, new permanently installed lighting is to be high efficacy, and under-cabinet lighting is switched separately from the ceiling lighting, so one can be on without the other.
- Outlets: the Electrical Code calls for ground-fault (GFCI) protection on kitchen receptacles and arc-fault (AFCI) protection on the 120-volt, 10- to 20-amp branch circuits that supply kitchen outlets or devices.
- Circuits: the countertop receptacles are served by at least two 20-amp small-appliance circuits, and an individual circuit that supplies an appliance, such as an induction cooktop or wall oven, is sized to at least the appliance's marked rating.
- Faucet: Civil Code Section 1101.3 treats an interior faucet that flows more than 2.2 gallons per minute as noncompliant. For alterations or improvements to a single-family home built on or before January 1, 1994, Section 1101.4 makes replacing noncompliant fixtures a condition of final permit approval.
Which of these apply depends on what the remodel actually changes. The plan checker and inspector decide that for your project, so confirm with the city.
HOA REVIEW IN IRVINE
If your home is in a homeowners association that requires approval for physical changes, Civil Code Section 4765 sets the ground rules for that review: the association's decision is to be in writing, and a disapproval has to explain why and describe how to ask for reconsideration. HOA approval and a city permit are separate. One does not replace the other.
Inside a kitchen, the questions an association asks tend to be about the work rather than the finished room: contractor access and parking, work hours, and anything that shows outside, such as a new range hood vent through an exterior wall or a replaced window over the sink. Ask your association for its rules before the schedule is set.
FAQ
IRVINE KITCHEN REMODELING FAQS
Do I need a permit to remodel my kitchen in Irvine?
It depends on the scope. Irvine has an Interior Remodel/Alteration page for remodels and a separate page for minor plumbing or electrical work, and it publishes pages on when permits are and are not required. Once walls, plumbing, gas or wiring change, plan on a permit and inspections.
Can a kitchen permit in Irvine be pulled online?
Some minor permits can. The city's PermitsDIRECT! platform covers minor permits that licensed contractors and homeowners can apply for online. Larger remodels go through the city's electronic submittal process with its residential remodel package.
Will my new kitchen lighting have to meet Title 24?
New permanently installed lighting in a permitted remodel is generally expected to be high efficacy under the Energy Code's residential lighting rules, with under-cabinet lighting switched separately from the ceiling lighting. The city confirms what applies at plan check and inspection.
Do you pull the permits?
Yes, where the work requires them. Permit fees are listed in your estimate.
