Are you licensed and insured?
Yes. Golden Empire USA holds California contractor license CSLB General B #490516 and carries general liability and workers' compensation insurance. You can look up our license at cslb.ca.gov.
How long have you been in business?
Since 1986. 2026 is our 40th year.
Who will I be working with?
A family- and veteran-owned company. You deal directly with our team from the first visit to the final walkthrough, not a call center.
Do you pull permits?
Yes, where the work requires them. Permit fees are listed in your estimate.
How do I get a price?
Book a free assessment. We look at the home in person, then send a detailed written estimate with scope, quantities and exclusions.
Do you offer financing?
Ask us at your assessment and we'll walk you through the options available for your project. Financing is subject to credit approval.
How do payments work?
California law caps the deposit at $1,000 or 10% of the contract price, whichever is less. After that you pay as work is completed, with the final payment due at completion.

Do I Need a Permit to Remodel a Kitchen in California?
Painting and similar finish work is on the exempt list of each city we checked, and Carlsbad's code also names tiling, cabinets and countertops. Changing plumbing, gas, wiring or walls is a different matter, and each city keeps its own list.

A bathroom remodel usually changes plumbing or wiring, and that is where permits come in. For older homes, California also ties the final sign-off to replacing high-flow toilets, showerheads and faucets.

Do I Need a Permit to Replace Windows in California?
It depends on the city and on whether the opening changes. Irvine and Huntington Beach exempt some replacement windows, the County of Orange requires a permit for any window replacement, and Irvine says exempt replacements must still meet code.
