Newport Beach's Building Division offers express online permits for simple single-scope projects. A full kitchen remodel is rarely single-scope: it usually combines plumbing, electrical and sometimes gas or framing, which points to plan check rather than an express permit.
Much of the city also sits in the coastal zone. Below is how those two things affect a kitchen project, along with the state rules for lighting, circuits and faucets. The city information was checked in October 2026.
PERMITS
KITCHEN REMODELING PERMITS IN NEWPORT BEACH
Permit office: City of Newport Beach Building Division (Community Development Department)
- The Building Division's online permitting page says express permits are intended for simple single-scope projects.
- A kitchen remodel that changes several trades at once, or moves walls, goes through the division's plan check, permit and inspection process.
- The division posts standard plans and a list of general forms. Check both before drawings are prepared, since a standard plan or form may already cover part of your scope.
- The forms list includes a smoke detector and carbon monoxide self-certification form. Ask the division whether your remodel calls for it.

EXPRESS PERMIT OR PLAN CHECK?
Think of a kitchen remodel as a set of scopes. A remodel that relocates the sink, adds a gas line for a range, runs new circuits for an induction cooktop and wall oven, and replaces the lighting is several scopes at once, which is more than the express route is described as covering. Expect plan check for that combination.
Before the design is final, look up the home's past permits. Newport Beach has a permit history by address service, which helps show what was permitted before, such as an earlier remodel or panel change.

Whether your kitchen qualifies for an express permit is the Building Division's call. Confirm with the city before applying.
CALIFORNIA RULES THAT REACH INTO A KITCHEN REMODEL
Three sets of state rules shape most kitchen remodels, whichever city you live in. The California Energy Commission's 2025 Building Energy Efficiency Standards (Title 24, Part 6) apply to permit applications from January 1, 2026. The 2025 California Electrical Code (Title 24, Part 3) took effect the same day. And Civil Code Section 1101.4 ties water-conserving fixtures to the final sign-off on a permitted remodel.
- Lighting: under the residential lighting rules in Section 150.0(k) of the Energy Code, new permanently installed lighting is to be high efficacy, and under-cabinet lighting is switched separately from the ceiling lighting, so one can be on without the other.
- Outlets: the Electrical Code calls for ground-fault (GFCI) protection on kitchen receptacles and arc-fault (AFCI) protection on the 120-volt, 10- to 20-amp branch circuits that supply kitchen outlets or devices.
- Circuits: the countertop receptacles are served by at least two 20-amp small-appliance circuits, and an individual circuit that supplies an appliance, such as an induction cooktop or wall oven, is sized to at least the appliance's marked rating.
- Faucet: Civil Code Section 1101.3 treats an interior faucet that flows more than 2.2 gallons per minute as noncompliant. For alterations or improvements to a single-family home built on or before January 1, 1994, Section 1101.4 makes replacing noncompliant fixtures a condition of final permit approval.
Which of these apply depends on what the remodel actually changes. The plan checker and inspector decide that for your project, so confirm with the city.
KITCHENS IN THE COASTAL ZONE
The city's Local Coastal Program FAQ says about 47 percent of Newport Beach's land area is in the coastal zone, and that development there calls for a coastal development permit, which the city can issue in most instances because its program is certified. The FAQ adds that the Coastal Act exempts common types of development, such as improvements to existing structures.
A kitchen remodel inside the existing walls is the kind of improvement that FAQ describes. A remodel that adds floor area, such as a kitchen bump-out, or changes the building's height or footprint is a different question for the Planning Division.
The FAQ does not walk through every case. If your kitchen project changes the outside of the house, ask the Planning Division about your address and scope.
