Carlsbad sorts residential work three ways: work exempt from a permit, select simple no-plan-check permits available online, and everything else, which goes in as a submittal. A bathroom remodel can fall into any of the three, depending on what moves.

Below is how to place your project, the state fixture rules that apply at final sign-off, and the electrical and lighting rules for a remodeled bathroom. The city information was checked in October 2026.

PERMITS

BATHROOM REMODELING PERMITS IN CARLSBAD

Permit office: City of Carlsbad Community Development Department (Building)

  • The city's permitting page says most construction work requires a permit, though some types are exempt. The exemptions are listed on its Work Exempt from a Permit page.
  • Select simple, no-plan-check residential permits can be obtained online through the Customer Self Service Portal by homeowners, property owners and licensed contractors.
  • The Online Permit Services page says application types that are not on its online list may require a hard-copy submittal.
  • For a remodel that needs plans, the city publishes a Residential Construction Building Permit Submittal Checklist (B-5).

PLACING A BATHROOM PROJECT IN CARLSBAD'S THREE ROUTES

  • Exempt: check the city's Work Exempt from a Permit page for cosmetic work such as paint or a new mirror.
  • Online, no plan check: a like-for-like fixture or water heater replacement may be on the city's online list. Check the current list in the Customer Self Service Portal.
  • Submittal: if moving a drain, building a curbless shower, changing walls or adding circuits is not on the online list, plan on a submittal. The city's B-5 checklist covers residential submittals.

We have relied on the titles of these city pages, not on their lists. Confirm with the city which route your bathroom takes before demolition starts.

CALIFORNIA RULES THAT REACH INTO A BATHROOM REMODEL

A bathroom is where California's water-conservation law shows up most directly. Civil Code Section 1101.4, added by SB 407 in 2009, says that for building alterations or improvements to a single-family home built on or before January 1, 1994, replacing noncompliant plumbing fixtures with water-conserving ones is a condition of final permit approval. Section 1101.3 defines what counts as noncompliant:

  • A toilet that uses more than 1.6 gallons per flush.
  • A showerhead with a flow capacity of more than 2.5 gallons per minute.
  • An interior faucet that emits more than 2.2 gallons per minute.

Two other state codes apply as well. The 2025 Energy Code (Title 24, Part 6), in effect for permit applications from January 1, 2026, has residential lighting rules in Section 150.0(k): new installed lighting is to be high efficacy, and at least one installed luminaire in each bathroom is controlled by an occupancy or vacancy sensor that turns it off automatically. The 2025 California Electrical Code calls for ground-fault (GFCI) protection on bathroom receptacles, and bathroom receptacles are supplied by a 20-amp branch circuit.

An exhaust fan, a relocated shower valve or a new circuit can each bring their own permit and inspection. What applies to your bathroom is decided by the city at plan check and inspection, so confirm with the city.

LOCAL CODE AND HOA APPROVAL

Carlsbad Municipal Code Chapter 18.20 adopts the 2025 California Residential Code with local amendments. The plan checker reviews a bathroom remodel against that code as amended, so ask the city whether any amendment touches your scope.

If your home is in a homeowners association that requires approval for physical changes, Civil Code Section 4765 sets the ground rules for that review: the association's decision is to be in writing, and a disapproval has to explain why and describe how to ask for reconsideration. HOA approval and a city permit are separate. One does not replace the other.

FAQ

CARLSBAD BATHROOM REMODELING FAQS

Do I need a permit to remodel a bathroom in Carlsbad?

Most construction work in Carlsbad requires a permit, with some exemptions listed on the city's Work Exempt from a Permit page. Moving plumbing, changing walls or adding circuits will need one.

Will I have to replace my old toilet and showerhead?

Likely. Civil Code Section 1101.4 makes replacing noncompliant fixtures, such as toilets over 1.6 gallons per flush and showerheads over 2.5 gallons per minute, a condition of final permit approval for alterations or improvements to a single-family home built on or before January 1, 1994.

Do bathroom outlets need GFCI protection?

Yes. The California Electrical Code calls for ground-fault (GFCI) protection on bathroom receptacles, and bathroom receptacles are supplied by a 20-amp branch circuit. Confirm the details for your bathroom with the inspector.

Do you pull the permits?

Yes, where the work requires them. Permit fees are listed in your estimate.
