Carlsbad's permitting page says most construction work requires a permit, though some types are exempt, and that select simple, no-plan-check residential permits can be obtained online. A kitchen remodel can land on either side of that line.

Below is how to tell which route a Carlsbad kitchen takes, what the city publishes for residential submittals, and the state rules that come with new lighting, circuits and a faucet. The city information was checked in October 2026.

Permit office: City of Carlsbad Community Development Department (Building)

  • The city's permitting page says homeowners, property owners and licensed contractors can obtain select simple, no-plan-check residential permits online through its Customer Self Service Portal.
  • The Online Permit Services page says application types that are not on its online list may require a hard-copy submittal.
  • For work that needs plan review, the city publishes a Residential Construction Building Permit Submittal Checklist (B-5).
  • Carlsbad Municipal Code Chapter 18.20 adopts the 2025 California Residential Code with local amendments, so the city's own code is part of the review.

WHICH PERMIT ROUTE A CARLSBAD KITCHEN TAKES

Start with the city's Work Exempt from a Permit page. Cosmetic work such as new cabinet fronts or paint is a different matter from a remodel that relocates the sink, adds a gas line, runs new circuits or removes a wall. Once the work changes plumbing, gas, electrical or structure, check whether it is on the city's online no-plan-check list. If it is not, the B-5 residential submittal checklist describes what goes in a plan submittal.

We have relied on the titles of the exemption page and checklist, not on their contents. Confirm with the city which route your kitchen takes before work starts.

CALIFORNIA RULES THAT REACH INTO A KITCHEN REMODEL

Three sets of state rules shape most kitchen remodels, whichever city you live in. The California Energy Commission's 2025 Building Energy Efficiency Standards (Title 24, Part 6) apply to permit applications from January 1, 2026. The 2025 California Electrical Code (Title 24, Part 3) took effect the same day. And Civil Code Section 1101.4 ties water-conserving fixtures to the final sign-off on a permitted remodel.

  • Lighting: under the residential lighting rules in Section 150.0(k) of the Energy Code, new permanently installed lighting is to be high efficacy, and under-cabinet lighting is switched separately from the ceiling lighting, so one can be on without the other.
  • Outlets: the Electrical Code calls for ground-fault (GFCI) protection on kitchen receptacles and arc-fault (AFCI) protection on the 120-volt, 10- to 20-amp branch circuits that supply kitchen outlets or devices.
  • Circuits: the countertop receptacles are served by at least two 20-amp small-appliance circuits, and an individual circuit that supplies an appliance, such as an induction cooktop or wall oven, is sized to at least the appliance's marked rating.
  • Faucet: Civil Code Section 1101.3 treats an interior faucet that flows more than 2.2 gallons per minute as noncompliant. For alterations or improvements to a single-family home built on or before January 1, 1994, Section 1101.4 makes replacing noncompliant fixtures a condition of final permit approval.

Which of these apply depends on what the remodel actually changes. The plan checker and inspector decide that for your project, so confirm with the city.

COASTAL ZONE AND HOA APPROVAL

Carlsbad's Planning Division publishes a page on Coastal Zone Development Permits. A kitchen remodel inside the existing walls is mostly a building-permit matter, but if the project adds floor area or changes the exterior, check that page and ask Planning whether your address is in the coastal zone.

If your home is in a homeowners association that requires approval for physical changes, Civil Code Section 4765 sets the ground rules for that review: the association's decision is to be in writing, and a disapproval has to explain why and describe how to ask for reconsideration. HOA approval and a city permit are separate. One does not replace the other.

FAQ

CARLSBAD KITCHEN REMODELING FAQS

Do I need a permit for a kitchen remodel in Carlsbad?

The city's permitting page says most construction work requires a permit, with some exemptions listed on its Work Exempt from a Permit page. Once plumbing, gas, electrical or walls change, plan on a permit.

Can I get my Carlsbad kitchen permit online?

Possibly, for simple no-plan-check work. The city offers select residential permits online and says types not on its online list may need a hard-copy submittal. A larger remodel follows the B-5 residential submittal checklist.

Does new kitchen lighting have to meet Title 24?

New permanently installed lighting in a permitted remodel is generally expected to be high efficacy under the Energy Code's residential lighting rules, with under-cabinet lighting switched separately from the ceiling lighting. The city confirms what applies at plan check and inspection.

Do you pull the permits?

Yes, where the work requires them. Permit fees are listed in your estimate.
