Irvine's permits page lists Residential HVAC Changeout among its eligible permit types, offered through PermitsDIRECT!, the city's online platform for minor permits. The page says licensed contractors and homeowners can apply, pay online and pull permits without a trip to the Irvine Civic Center. In many Irvine neighborhoods, a homeowners association also reviews exterior changes.
Below is how a heat pump fits the city's permit routes, what an inland location means for sizing, the state rules for a changeout, and how HOA review fits. The city information was checked in October 2026.

Permit office: City of Irvine Community Development (Building Permits and Inspections)
- The city's permits page lists Residential HVAC Changeout among its eligible permit types. They are offered through PermitsDIRECT!, a web-based platform for minor permits on eligible residential and commercial projects.
- The page says licensed contractors and homeowners can apply, pay online and pull permits without a trip to the Irvine Civic Center.
- A separate city page, Minor Plumbing or Electrical Work (or a Combination of the Two), Including Furnace Replacement, covers smaller scopes. Ask the city which route a heat pump takes when it also needs a new circuit.
- The city's Does Your Work Require Permits? page is the place to check a scope that goes beyond a changeout.
WHICH IRVINE PERMIT ROUTE A HEAT PUMP TAKES
A like-for-like HVAC changeout is the case Irvine's list names. A heat pump that also needs a new circuit, a panel change or new ductwork is a bigger scope. Describe the whole job to the city before you apply, and ask whether it fits the online route or needs a fuller submittal.

We have relied on the titles of the city's pages and the permit type named on its permits page. Confirm with the city which route your specific equipment and scope take.
INLAND IRVINE AND YOUR HEATING AND COOLING LOADS
Irvine is farther from the water than the beach cities. NOAA explains that the marine layer forms when cold ocean water cools the air above it, that strong high pressure can squash it so that very warm, sunny conditions begin just a mile or so inland, and that a deeper layer can move farther inland. The National Weather Service in San Diego says the weather can be very different between beaches and inland areas.
Away from the beach, how much cooling help the marine layer gives changes with the weather. We look at how your house handles a warm afternoon and a cool night: windows, sun exposure, insulation and ductwork, and size the heat pump to that.
CALIFORNIA RULES THAT COME WITH A HEAT PUMP INSTALLATION
Wherever you live, the same state rules shape a heat pump changeout. CSLB's HVAC checklist tells homeowners to make sure the contractor obtains a building permit and that the building department performs all required inspections. The California Energy Commission's 2025 Energy Code, which applies to buildings whose permit applications are applied for on or after January 1, 2026, adds testing to the permit.
- Duct sealing and verification: the Energy Commission says replacing the outdoor unit or the indoor unit of a split system, by itself, triggers duct sealing and field verification. An independent rater, called an ECC-Rater, verifies the result.
- Refrigerant charge: the Commission's compliance manual calls for refrigerant charge verification on heat pumps in all climate zones. For air conditioners it applies in climate zones 2 and 8 through 15.
Which tests apply depends on the equipment and your address. We do not assign climate zones to cities, so ask your contractor or building department which zone your address is in and which of these tests apply.

HOA REVIEW IN IRVINE
The city describes Irvine as one of the nation's largest planned urban communities, and in many neighborhoods a homeowners association reviews changes. The city keeps a page on Irvine's homeowners' associations.
If your home is in a homeowners association that requires approval for physical changes, Civil Code Section 4765 sets the ground rules for that review: the association's decision is to be in writing, and a disapproval has to explain why and describe how to ask for reconsideration. HOA approval and a city permit are separate. One does not replace the other.
An outdoor heat pump unit is exterior equipment, so ask your association whether it reviews where the unit sits and how refrigerant lines run along the wall. Give the association and the city the same drawings, so the two approvals describe the same equipment.
FAQ
IRVINE HEAT PUMP FAQS
Can a heat pump in Irvine be permitted online?
Possibly. Irvine's PermitsDIRECT! platform lists Residential HVAC Changeout among its eligible permit types, and licensed contractors and homeowners can apply. A bigger scope may need more review, so the city can confirm your route. We pull the permit where the work requires one.
Do I need HOA approval for the outdoor unit in Irvine?
If your home is in an association that requires approval for physical changes, it can matter. HOA approval and a city permit are separate. Ask your association for its rules before the schedule is set.
Is a heat pump a good fit for an inland home?
It can be. The Department of Energy describes heat pumps as an alternative to furnaces and air conditioners for all climates, and they suit Southern California's mild winters. Weather can differ a lot between beaches and inland areas, so we size the system to your house.
What if the heat pump needs new electrical work?
We check your panel and circuits at the assessment and tell you whether an upgrade is needed before you commit. Irvine has a page for minor plumbing or electrical work, and the city can tell you which route your scope takes.
What brands do you install?
Golden Empire USA installs Goodman systems and can provide other brands on request.
