HEAT PUMP INSTALLATION IN MISSION VIEJO, CA
Golden Empire USA installs ducted and ductless heat pump systems for Mission Viejo homes. A heat pump heats and cools with one system, and we size it to your house, check the ductwork and electrical capacity, and handle the permit. Family and veteran owned.

Mission Viejo's Building Services page says all permits must be submitted online through Client Self Service, which the city also uses to submit plans, pay fees and request inspections. The page has no HVAC-specific instructions, so how a heat pump is classified is a question for Building Services.
Below is how that process applies to a heat pump, what an inland location means for sizing, the state rules for a changeout, and where an HOA fits. The city information was checked in October 2026.

HEAT PUMP PERMITS IN MISSION VIEJO
Permit office: City of Mission Viejo Community Development Department, Building Services
- The Building Services page says all permits must be submitted online through Client Self Service. Applicants register there, and the permit applicant lists all contacts, who need online accounts.
- The same page says Client Self Service is used to apply for permits, submit plans, pay fees and request inspections.
- The city posts a document titled Work Exempt from Building Permits. Ask Building Services whether any item on it touches the equipment you choose, and do not assume it does not.
- The city also posts a document titled Residential Electrical Requirements. A heat pump runs on electricity, so ask Building Services whether it applies to the circuit your equipment needs.
PLACING A HEAT PUMP WITH BUILDING SERVICES
Because the city routes every permit through one online system, the practical step is to describe the whole job when the application is opened: new outdoor and indoor equipment, any ductwork changes, and any new circuit or panel work. That way the city can tell us how the pieces are classified before work starts.

INLAND SOUTH ORANGE COUNTY AND YOUR HEATING AND COOLING LOADS
Mission Viejo is inland from the beach cities. NOAA explains that the marine layer forms when cold ocean water cools the air above it, and that how far inland it reaches depends on the weather. The National Weather Service in San Diego says the weather can be very different between beaches and inland areas.
That is why we size a heat pump from the house instead of the city. Windows, sun exposure, insulation and ductwork decide how hard the system works on a warm afternoon and on a cool night, and the assessment looks at each of them.
CALIFORNIA RULES THAT COME WITH A HEAT PUMP INSTALLATION
Wherever you live, the same state rules shape a heat pump changeout. CSLB's HVAC checklist tells homeowners to make sure the contractor obtains a building permit and that the building department performs all required inspections. The California Energy Commission's 2025 Energy Code, which applies to buildings whose permit applications are applied for on or after January 1, 2026, adds testing to the permit.
- Duct sealing and verification: the Energy Commission says replacing the outdoor unit or the indoor unit of a split system, by itself, triggers duct sealing and field verification. An independent rater, called an ECC-Rater, verifies the result.
- Refrigerant charge: the Commission's compliance manual calls for refrigerant charge verification on heat pumps in all climate zones. For air conditioners it applies in climate zones 2 and 8 through 15.
Which tests apply depends on the equipment and your address. We do not assign climate zones to cities, so ask your contractor or building department which zone your address is in and which of these tests apply.

IF YOUR HOME IS IN AN HOA
If your home is in a homeowners association that requires approval for physical changes, Civil Code Section 4765 sets the ground rules for that review: the association's decision is to be in writing, and a disapproval has to explain why and describe how to ask for reconsideration. HOA approval and a city permit are separate. One does not replace the other.
An association may ask about anything that shows from outside, such as where the outdoor unit sits and how refrigerant lines run along the wall. Ask for its rules before the schedule is set, and give the association and the city the same drawings.
FAQ
MISSION VIEJO HEAT PUMP FAQS
How are heat pump permits handled in Mission Viejo?
Mission Viejo's Building Services page says all permits are submitted online through Client Self Service, which also handles plans, fees and inspection requests. We handle the application and the inspections as part of the job.
Does Mission Viejo have a special HVAC permit?
The Building Services page does not describe one, so we do not claim one. The city can tell us how it classifies a heat pump, and we describe the full scope when we apply.
Will my panel need an upgrade for a heat pump?
Sometimes. A heat pump runs on electricity, so we check your panel and circuits at the assessment and tell you whether an upgrade is needed before you commit. The city posts a Residential Electrical Requirements document that we review for your scope.
Does my HOA need to approve the outdoor unit?
If your home is in an association that requires approval for physical changes, it can. HOA approval and a city permit are separate, so ask your association for its rules before the schedule is set.
What brands do you install?
Golden Empire USA installs Goodman systems and can provide other brands on request.
